Support the dissemination and assessment of promising new program models that could inform and strengthen long-term care policy development.

By supporting the assessment and dissemination of promising models of long-term care for seniors, The SCAN Foundation will ensure that its work is grounded in reality and that promising models are tested in a variety of circumstances. As a general rule, the Foundation will not support initial testing of new ideas. As results of expanded demonstration projects become available, they can be incorporated into the Foundation’s policy change priorities. The Foundation’s support for projects under this priority will be limited primarily to California.

The Foundation’s specific goals and strategies under this third funding priority are to:

Goal 3.1: Identify, replicate, and assess promising new approaches to the organization and delivery of long-term care services.

Substantial philanthropic funding has already gone into service demonstration programs, such as the Green House program (a new model of residential care), the Coming Home program (affordable assisted living), and the Better Jobs Better Care initiative (improving the quality of the long-term care workforce). This goal will enable The SCAN Foundation to work with both national and state funders in developing, extending, and/or evaluating promising models of delivering care.

  • Strategy 3.1.1: Through collaboration with other funders, extend the work of national demonstration projects to California and develop in-state demonstration programs.
  • Strategy 3.1.2: Support promising approaches to improving the delivery of comprehensive long-term care within California.

As part of this strategy, the Foundation will issue periodic requests for proposals (RFPs) to identify and replicate promising approaches to comprehensive long-term care. While some of the RFPs will be relatively open, others will be thematic and focus on specific aspects of long-term care.
