Strategy 2.1.3 – Evaluate existing legislation and regulations authorizing and funding comprehensive senior care services and develop concrete proposals to improve such legislation and regulation

The UCLA Center for Health Policy Research will produce a Policy Note, which analyzes the impact of proposed budget cuts in the 2010-2011 budget prepared by California's Governor Schwarzenegger for low-income seniors and adults with disabilities.

The focus of the analysis is on the proposed cuts to the In-Home Supportive Services (IHSS) program and to Supplemental Security Income/State Supplementary Program (SSI/SSP) as well as the elimination of Adult Day Health Care. Using data from nine California counties, with other published data and available updates, UCLA will produce an analysis of the key issues. Documenting the likely impact of these cuts on seniors, their families, and service providers will help broaden the discussion in Sacramento from a sole focus on budgets to a more complex examination of the goals and role of these programs in maintaining older adults safely at home.
