A Summary of States’ Proposed Models to Integrate Medicare and Medicaid Benefits for Dual Eligibles

Nearly nine million people are dually eligible for and enrolled in both the Medicare and Medicaid programs. They are responsible for a disproportionate share of spending in each program relative to the size of the populations they comprise, reflecting their greater health needs and utilization of services compared to other Medicare and Medicaid beneficiaries. In April 2011, the Center for Medicare and Medicaid Innovation awarded design contracts to 15 states to develop service delivery and payment models that integrate care for dual eligibles.
