Many older adult beneficiaries say that these kinds of services are helpful and would help support their ability to age well in home and community, and research on non-medical supports outside of the MA system has shown that access to services like <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S259019822300129X\"><span data-contrast=\"none\">transportation<\/span><\/a><span data-contrast=\"auto\"> y <\/span><a href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2839479?utm_source=For_The_Media&amp;utm_medium=referral&amp;utm_campaign=ftm_links&amp;utm_term=093025\"><span data-contrast=\"none\">comidas a domicilio<\/span><\/a><span data-contrast=\"auto\"> can improve care and quality of life.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">At The SCAN Foundation, we believe policy and programs should address what older adults say they need to age well at home and in community.\u00a0<\/span>\r\n\r\n<b><span data-contrast=\"auto\">As plans and policymakers look to the future of MA non-medical benefits, understanding <\/span><\/b><a href=\"https:\/\/thepeoplesay.org\/data\/explore?search=&amp;filters=%5B%22subtopics%7CNon-Medical+Benefits+%5B4%5D%22%5D\"><b><span data-contrast=\"none\">the experiences of MA enrollees<\/span><\/b><\/a><b><span data-contrast=\"auto\"> is critical to ensuring these benefits add real value. <\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span>\r\n\r\n<img class=\"aligncenter wp-image-4148\" src=\"https:\/\/www.thescanfoundation.org\/wp-content\/uploads\/2025\/10\/Quote-1-1-300x251.png\" alt=\"\" width=\"450\" height=\"377\" \/>\r\n\r\n<span data-contrast=\"auto\">And yet, when <\/span><a href=\"https:\/\/thepeoplesay.org\/data\/explore?search=&amp;filters=%5B%22subtopics%7CNon-Medical+Benefits+%5B4%5D%22%5D\"><span data-contrast=\"none\">listening to older adults with MA coverage<\/span><\/a><span data-contrast=\"auto\">, it is clear there remain major gaps in understanding of how to utilize these benefits and whether they are delivering on their promise to improve the health and well-being of the people they are designed for.\u00a0This is particularly important as <\/span><a href=\"https:\/\/www.modernhealthcare.com\/insurance\/mh-medicare-advantage-supplemental-benefits-2026\/\"><span data-contrast=\"none\">MA plans rethink non-medical benefits<\/span><\/a><span data-contrast=\"auto\"> due to rising costs and regulatory changes.<\/span>\r\n\r\n<span data-contrast=\"auto\">Here are important considerations as policymakers explore ways to ensure MA plans provide the supports needed to improve the health and well-being of older adults:\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n<h4><b><span data-contrast=\"none\">Older adults need clear information and transparency<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/h4>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\">While older adult beneficiaries have generally positive opinions about their MA plan\u2019s nonmedical benefits, they say it\u2019s often difficult to find information about their details, limitations, and how to access them. For example, flexible debit cards (\u201cflex cards\u201d) offer beneficiaries a choice of how to spend allotted funds, but they may lack clear parameters on what products or services are covered, or even how to use the card.<\/span><\/p>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\"> <img class=\"aligncenter wp-image-4149\" src=\"https:\/\/www.thescanfoundation.org\/wp-content\/uploads\/2025\/10\/Quote-2-1-300x251.png\" alt=\"\" width=\"450\" height=\"377\" \/><\/span><\/p>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\">Recent federal policy actions have sent mixed signals on increasing transparency around information about these benefits for older adults. On one hand, the government-run Medicare Plan Finder website was <\/span><a href=\"https:\/\/insidehealthpolicy.com\/daily-news\/cms-expands-display-ma-supplemental-benefits-plan-finder\"><span data-contrast=\"none\">recently updated<\/span><\/a><span data-contrast=\"auto\"> to add more information about the specific supplemental benefits that unique MA plans offer, which could support more informed plan choices. However, CMS also <\/span><a href=\"https:\/\/www.beckerspayer.com\/payer\/medicare-advantage\/cms-pauses-ma-supplemental-benefit-notification-rule\/\"><span data-contrast=\"none\">recently paused<\/span><\/a><span data-contrast=\"auto\"> enforcement of requirements that would have required MA plans to alert their members mid-year that they have unused supplemental benefits they can tap into. This proactive step could help older adults better access these services they say are important to them, but which often go unused because of lack of awareness.\u00a0<\/span><\/p>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\"><img class=\"aligncenter wp-image-4150\" src=\"https:\/\/www.thescanfoundation.org\/wp-content\/uploads\/2025\/10\/Quote-3-1-300x251.png\" alt=\"\" width=\"450\" height=\"377\" \/><\/span><\/p>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\">This disconnect points to a larger need: hearing directly from older adults about what works and what does not. <\/span><span data-contrast=\"auto\">The SCAN Foundation provides support for <\/span><a href=\"https:\/\/thepeoplesay.org\/\"><span data-contrast=\"auto\">La gente dice<\/span><\/a><span data-contrast=\"auto\">, a national database chronicling the diverse healthcare and long-term care experiences and observations of older adults, and other resources. The People Say includes interviews that discuss <\/span><a href=\"https:\/\/thepeoplesay.org\/data\/explore?search=&amp;filters=%5B%22subtopics%7CNon-Medical+Benefits+%5B4%5D%22%5D\"><span data-contrast=\"auto\">experiences navigating and using MA nonmedical supplement benefits<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\r\n\r\n<h4><b><span data-contrast=\"none\">Health needs are unique<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/h4>\r\n<span data-contrast=\"auto\">Older adults want flexibility in their plans so they can utilize the nonmedical benefits that help them the most. Older adults in rural areas, for example, may find more use in benefits such as transportation to health appointments or in-home care than those in more densely populated areas. It\u2019s crucial that benefits offered help advance health and well-being. To ensure offerings have a meaningful impact on older adults\u2019 health and work in ways that matter most to real people, MA plans need more input from beneficiaries who have experience with the benefits.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n<h4 style=\"text-align: left;\"><b><span data-contrast=\"none\">Policymakers and researchers need quantitative and qualitative data to make informed choices<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h4>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\"><img class=\"aligncenter wp-image-4151\" src=\"https:\/\/www.thescanfoundation.org\/wp-content\/uploads\/2025\/10\/Quote-4-1-300x251.png\" alt=\"\" width=\"450\" height=\"377\" \/><\/span><\/p>\r\n<p style=\"text-align: left;\"><span data-contrast=\"auto\"><span data-contrast=\"auto\">There is <\/span><a href=\"https:\/\/www.healthaffairs.org\/content\/forefront\/medicare-advantage-supplemental-benefits-popular-but-data-needed-measure-their-value\"><span data-contrast=\"none\">limited data<\/span><\/a><span data-contrast=\"auto\"> on how supplemental benefits are used and what impact they have on beneficiaries\u2019 lives. More input is needed to offer services that improve the health of older adults. Medicare Advantage plans are only required to submit limited data on utilization and cost of supplemental benefits. These figures must be made more widely available to others to better understand the supplemental benefits landscape. Access to data must be paired with qualitative learnings to ensure policy solutions address what matters most to older adults.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/span><\/p>\r\n\r\n<h4 style=\"text-align: left;\"><b><span data-contrast=\"none\">Listen to older adults<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/h4>\r\n<span data-contrast=\"auto\">As Medicare Advantage confronts new challenges, older adults\u2019 experiences must help drive policy development and program innovation.
