He is a nationally recognized thought leader on Medicaid and healthcare policy, known for his expertise in serving complex populations, delivery system transformation, value-based purchasing, managed care, and cost containment. Prior to joining Speire, Tom completed 27 years of state service in Arizona, working for five different Governors in three different cabinet positions.\u00a0\u00a0<\/span>\u00a0<\/span>\r\n\r\nFor\u00a0almost ten\u00a0years, Tom\u00a0served as\u00a0Director of the Arizona Health Care Cost Containment System (AHCCCS), Arizona\u2019s single state Medicaid agency, where he\u00a0reported\u00a0directly\u00a0to the\u00a0Governor.\u00a0\u00a0AHCCCS\u00a0provided\u00a0health care coverage to 1.9\u00a0million Arizonans at an annual cost of\u00a0$13\u00a0billion.\u00a0\u00a0<\/span>\u00a0<\/span>\r\n\r\nDuring his tenure,\u00a0Arizona\u00a0was an early innovator\u00a0in\u00a0leveraging\u00a0competitive managed care contracting strategies to transform the delivery system.\u00a0\u00a0Under\u00a0Tom\u2019s leadership,\u00a0Arizona successfully pursued\u00a0a multi-year strategy to\u00a0integrate behavioral health services, expanded\u00a0the delivery of services to address social determinants of\u00a0health\u00a0and pursued\u00a0value-based purchasing strategies.\u00a0\u00a0He led Arizona in partnership with the federal government to create new tools for states to successfully integrate and improve services for those dually eligible for Medicaid and Medicare.\u00a0\u00a0Arizona\u00a0remains\u00a0one of the\u00a0most cost-effective\u00a0long-term care programs\u00a0nationally\u00a0and\u00a0Arizona\u00a0has\u00a0maintained\u00a0high levels\u00a0of home and community-based placement for persons with long term\u00a0care needs.\u00a0\u00a0<\/span>\u00a0<\/span>\r\n\r\nTom was integral to Arizona\u2019s development of\u00a0a\u00a0broad coalition\u00a0to streamline\u00a0justice system transitions to health care.\u00a0This multi-pronged, collaborative strategy resulted in a more\u00a0effective\u00a0approach to\u00a0deliver\u00a0care for individuals transitioning from the justice system.\u00a0The\u00a0effort\u00a0aligned\u00a0well with broader initiatives in the Medicaid program to expand housing and employment support services.\u00a0\u00a0Upon his departure, Arizona Medicaid was the third largest housing authority in Arizona.\u00a0He\u00a0also\u00a0led\u00a0initiatives to develop stronger partnerships with tribal organizations.\u00a0\u00a0Through\u00a0innovative\u00a01115 waivers and other authorities, Arizona\u00a0created first in the nation models to improve services for tribal members\u00a0and reduce healthcare disparities.\u00a0\u00a0Tom was instrumental in advancing the Arizona Crisis\u00a0System\u00a0which has become a national model.\u00a0\u00a0Tom also served in a leadership role with Health Current, the Arizona Health Information Exchange, where he worked to create an expansive set of incentives encouraging provider and payer participation.\u00a0<\/span>\u00a0<\/span>\r\n\r\nDuring the past six years with Speire, Tom has been engaged with 20 state Medicaid programs offering strategic support in several different areas.\u00a0\u00a0Examples of these projects have included supporting 10 different states with implementing strategies to improve delivery systems serving dual eligible members. Other work includes developing a series of strategic sustainability recommendations, behavioral health redesign, support for managed care procurements, developing new 1115 waivers to expand and broaden Medicaid coverage, and improved managed care oversight and leadership development support. Additionally, Tom was retained by the National Association of Medicaid Directors at the start of the pandemic and helped facilitate a bi-weekly call with all state Chief Financial Officers. In addition to his work with state clients, Tom supports a number of private sector organizations that serve the Medicaid population. <\/span>\u00a0<\/span>\r\n\r\nTom served as both Vice President and President of the National Association of Medicaid Directors. He currently serves on the Board for the National Committee for Quality Assurance (NCQA), Circle the City, a Phoenix-based provider serving individuals facing homelessness, Mutual Insurance Company of Arizona, and Oakwood Creative Care, which serves people facing memory issues through creating programs that bring joy.\u00a0 <\/span>\u00a0<\/span>\r\n\r\nTom\u00a0holds a\u00a0Master\u2019s\u00a0in Public Administration\u00a0from the University of Arizona and a\u00a0Bachelor\u00a0of Arts\u00a0in Political Science from the University of Wisconsin.<\/span>\u00a0<\/span>","":null,"helper_width":"narrow"}}]},"yoast_head":"\nTom Betlach -
