The purpose of this memo is to support the development of a universal assessment instrument (UAI) in California by describing how the state currently assesses adults within three of its home and community-based services (HCBS) programs. These programs are: In-Home Supportive Services (IHSS), Community-based Adult Services (CBAS), and the Multipurpose Senior Services Program (MSSP).
