Major Impact on Older Adults and People with Disabilities
H.R.1, the federal reconciliation act signed into law in July 2025, will have significant impact on older Californians and Californians with disabilities. Medi-Cal, Medicare, Affordable Care Act (ACA) premium tax credits, and CalFresh will be scaled back, limiting access to these vital programs.
The potential result: millions of Californians losing benefits and/or health coverage and likely reduction in federal funding of more than $34 billion to California. The state will need to make tough budget decisions to address shortfalls, putting at risk access to Medi-Cal benefits such as home and community-based services
This new brief shines the spotlight on specific provisions in H.R. 1 that will impact older adults and people with disabilities in California and offers data to support informed dialogue to safeguard critical aging and disability supports.
