LONG BEACH, Calif. (February 2, 2026) —The SCAN Foundation (TSF) welcomes Tom Betlach, a nationally recognized leader in Medicaid and health system transformation, to its board of directors. Betlach brings more than three decades of experience advancing cost-effective, equity-centered health care systems that support older adults and people with complex needs.
“Tom possesses a rare ability to drive policy change that results in real-world impact,” said The SCAN Foundation’s President and CEO Sarita A. Mohanty, MD, MPH, MBA. “His experience integrating behavioral health, long-term services and supports, and community-based care will be invaluable as we continue to reimagine how systems support aging in home and community settings.”
A Partner at Speire Healthcare Strategies, Betlach has advised more than 20 state Medicaid programs and private-sector organizations on delivery system transformation, value-based purchasing, managed care strategy, and services for dually eligible populations. Earlier in his career, he completed 27 years of public service in Arizona, serving under five Governors in three cabinet-level roles.
“Tom understands that aging policy does not live in a silo; it intersects with housing, behavioral health and community infrastructure,” said The SCAN Foundation’s Board of Directors Chair Cheryl Phillips, MD. “His career reflects a deep commitment to building equitable systems that work on paper and in people’s daily lives.”
In Arizona, Betlach led efforts to integrate care for individuals transitioning from the justice system, expand housing and employment supports through Medicaid, and strengthen partnerships with tribal nations through first-in-the-country waiver models. Under his leadership, the state maintained high rates of home- and community-based care and developed the Arizona Crisis System, now recognized nationally as a model for behavioral health response.
With Betlach’s appointment, The SCAN Foundation continues to strengthen its board’s expertise at the intersection of health policy, aging, and systems innovation, advancing its mission to ensure all people can age well in the communities they call home. Betlach was appointed to the board in December 2025 for a 3-year term with possibility for renewal.
