The SCAN Foundation helped launch California’s first-in-the-nation Master Plan for Aging and now we’re using that launchpad to drive action nationwide. Multisector plans at the national, state, and local levels can ensure communities are prepared to meet the needs of a growing aging population.
Why Multisector Plans for Aging Matter
Multisector Plans for Aging (MPAs) offer a structured, cross-sector approach to prioritize older adults in planning, policy, and resource allocation. These plans bring together older adults, government agencies, community organizations, health systems, and private partners to coordinate solutions that help older adults age well in their homes and communities. Focus Areas
Aging planning efforts at the local, state, and federal levels need to be actionable, accountable, equitable, and informed by lessons from early adopters, such as California.
The 2026-27 budget was signed into law on June 29, 2026 and rejects many of the harmful May Revise proposals. However, cuts to Medi-Cal and other services older adults and people with disabilities rely on remain, putting at risk access to these vital services.

To empower communities to lead meaningful change for older adults, The SCAN Foundation has commissioned the Community-Led Change for Older Adults: A Toolkit for Community Organizing.
Rural older adults face distinct realities that California’s statewide planning must address. To support equitable solutions, we are pleased to share three new policy briefs. These briefs provide legislators and advocates with clear, actionable recommendations to address the needs of rural older adults, a population that is growing rapidly and already straining under workforce shortages, housing insecurity, and health disparities.
